Job Summary
This classification is primarily responsible for performing tasks in the following areas: Department Administration, Program Policy and Procedure Review, Analysis, and Support – Internal Programs and Policies, Supervisor Administrative. Work mainly involves problem solving and mediating highly conflicting, unexpected, and unusual problems involving multiple groups.
Supervision
Supervision Received: This class works under administrative direction, which includes broad management responsibility for a large program or set of related functions. Work is usually received in terms of goals; review is received in terms of results.
Supervision Exercised: This class may provide direct and/or indirect supervision to lower level personnel.

Essential Functions
A. Department Administration
Duties may include:
Prepare and review budget for personnel operations. Prepare personnel forecasts to project employment needs. Compile statistical reports. Manage contracts with vendors to provide employee services. Oversee industrial accident reduction and risk management program. Other duties as assigned.
B. Program Policy and Procedure Review, Analysis, and Support – Internal Programs and Policies
Duties may include:
Analyze compensation policies, government regulations, and prevailing wage rates to develop competitive compensation plan. Develop methods to improve employment policies, processes, and practices and recommend changes to management. Plan, organize, direct, and coordinate the District's Risk Management program, training program, benefits program, and recruitment, and selection program. Conduct exit interviews to identify reasons for employee termination. Represent organization at personnel-related meetings. Direct preparation and distribution of written and verbal information to inform employees of benefits compensation, and personnel policies. Study legislation, arbitration decisions, and collective bargaining contracts to assess industry trends. Review existing District Standard Operating Procedures, working documents and agreements. Other duties as assigned.
C. Supervisory/Administrative
Duties may include:
Plan, direct, supervise, and coordinate work activities of subordinates and staff relating to recruitment, compensation, benefits, training, and risk management. Other duties as assigned.

Minimum Qualifications — Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Required Prior Experience:
Seven years prior of professional human resources administrative experience in several of the following human resources areas: recruitment selection, classification, training, career development, risk management, or worker compensation administration. At least two years of the experience must be in a supervisory position.
Required Prior Education:
A Bachelor’s Degree in Business or Public Administration, Human Resources, Management, Psychology, or a closely related field. Six years of additional qualifying experience may substitute for the required education.
