Job Summary
This classification is primarily responsible for performing tasks in the following areas: Oversee/Manage Day-to-Day IT Support Services Function; Oversee/Manage Day-to-Day Network & Telecom. Functions; Oversee/Manage Software Design and Development; Manage/Participate in Special Operations Development Projects; Manage/Establish Enterprise-wide IT Policies and Procedures; Staff/Personnel Management. Work mainly involves problem solving and mediating highly conflicting, unexpected, and unusual problems involving multiple groups.
Supervision
Supervision Received: This class works under administrative direction, which includes broad management responsibility for a large program or set of related functions. Work is usually received in terms of goals; review is received in terms of results.
Supervision Exercised: This class may provide direct and/or indirect supervision to lower level personnel.

Essential Functions
A. Oversee/Manage Day-to-Day IT Support Services Function
Duties may include:
Review and direct support services functions. Assist supervisor and support services staff with technical expertise and direction on difficult issues. Establish unit performance goals, procedures, policies, and review performance. Monitor work order and project and task completion progress. Other duties as assigned.
B. Oversee/Manage Day-to-Day Network & Telecom Functions
Duties may include:
Makes network and IT infrastructure design and implementation decisions. Design network architecture and selects technical components. Direct staff on the implementation of network/telecom projects & equipment. Establish and maintain network/telecom systems usage, maintenance and security policies. Monitor and review network/telecom systems operations. Establish all enterprise-wide technology policies, and procedures. Other duties as assigned.
C. Oversee/Manage Software Design and Development
Duties may include:
Design major software applications and data systems. Manage and monitor software coding, testing, and implementation process. Other duties as assigned.
D. Manage/Participate in Special Operations Development Projects
Duties may include:
Serve as IT liaison on non-IT projects that have IT or communications related tasks or components. Direct and manage all IT related sub-projects and or tasks on other departmental initiatives. Establish project schedules and manage schedule adherence. Other duties as assigned.
E. Manage/Establish Enterprise IT Policies and Procedures
Duties may include:
Research new technologies. Define and establish technology direction for organization. Define and establish policies governing usage of technology for organization. Establish and/or approve IT procedures governing system and software maintenance and management. Monitor and ensure adherence to established District IT procedures
F. Staff/Personnel Management
Duties may include:
Provide supervision to IT personnel and consultants. Perform annual performance reviews. Discuss and provide direction on projects and daily/weekly tasks. Provide positive and negative discipline for direct reports. Other duties as assigned.
G. Participate in Corporate Management
Duties may include:
Participate in multi-department and multi-divisional work groups for corporate decision making. Other duties as assigned.

Required Ability to:

- Manage implementation of 53 Local area networks for on-station light rail networks.
- Select VPN network equipment and plan/manage implementation.
- Provide daily technical assistance to network support staff for advanced problem solving and technical support.
- Design network and data systems security policy and implementation.
- Design MS SQl dataware and integration architecture with production SAP systems architect.
- Design integration between legacy time and payroll systems.
- Design web based applications for distribution of fleet operational information.
- Design integration components for network and user directories across multiple operating systems.
- Design and manage implementation of 53 local area networks to be used by field light rail equipment.
- Participate in the design and implementation of a central train tracking system to be used for monitoring of light rail trains in operation.
- Manage the implementation of new computer based radio dispatch consoles for bus and train.
- Manage and supervise staff.
- Define corporate data retention policy, server and router standards, database and other software standards, and usage policies.
- Learn District and departmental systems, methods, and procedures.
- Speak clearly and communicate messages to appropriate individuals.

Required Prior Experience:
Seven years of increasingly responsible and professional computer information and systems experience, with two years working in a supervisory capacity.
Required Prior Education:
A Bachelor of Science Degree in Computer Science, Computer Engineering, Management Information Systems, or a closely related field. Six years of qualifying experience may substitute for the required education.
