Director of Light Rail
Pay Grade:   MC23

Monthly Salary Range:   $7,037 - $8,982
Annualized Salary Range:   $84,444 - $107,784

Job Summary

This classification is primarily responsible for performing tasks in the following areas: Direct District's Light Transportation; Direct Light Rail Vehicle Maintenance; Direct Light Rail Wayside Maintenance; Interpret/Negotiate/Monitor Contract Language; Prepare/Monitor/Control Operating and Capital Budget; Develop Training Criteria. Work mainly involves problem solving and mediating highly conflicting, unexpected, and unusual problems involving multiple groups.

Supervision

This classification works under administrative direction, which includes broad management responsibility for a large program or set of related functions. Work is usually received in terms of goals; review is received in terms of results.

This classification may provide direct and/or indirect supervision to lower level personnel.

Essential Functions

A. Direct Light Transportation
Duties may include:
Evaluate transportation personnel in the performance of their duties. Review performing statistics. Prepare division notices referencing operation practices. Create and update operating rules/procedures. Prepare operating plan for expanded service. Develop training criteria. Other duties as assigned.
B. Direct Light Rail Vehicle Maintenance
Duties may include:
Evaluate vehicle maintenance personnel in the performance of their duties. Review performance statistics. Prepare division notices. Establish maintenance goals and projects. Approve vehicle maintenance standard operating procedures. Other duties as assigned.
C. Direct Light Rail Wayside Maintenance
Duties may include:
Evaluate wayside maintenance personnel in the performance of their duties. Review performance statistics. Prepare division notices referencing operation practices. Establish maintenance goals/projects. Approve wayside maintenance standard operating procedures. Other duties as assigned.
D. Interpret/Negotiate/Monitor Contract Language
Duties may include:
Negotiate contract language for bargaining unit agreements. Monitor the application of labor agreements for work assignments. Interpret the applicability of labor agreements to various situations. Verify that employees are paid in accordance with labor agreements. Other duties as assigned.
E. Prepare/Monitor/Control Operating and Capital Budget
Duties may include:
Prepare and submit annual operating budget. Prepare and submit capital project budgets. Review expenditures. Release requisitions for operating and capital expenditures. Other duties as assigned.
F. Develop Training Criteria
Duties may include:
Identify light rail training needs. Develop appropriate training programs. Review the success of training programs. Determine if required training satisfies mandated regulations. Other duties as assigned.

D. Required Ability to:

Manage and supervise staff.
Obtain and maintain a valid Class B California driver’s license issued by the Department of Motor Vehicles, with passenger and air brake endorsements and current medical certificate.
Obtain and maintain RT’s LRV operator license.
Comply with the random drug testing provisions for safety-sensitive classifications as required by the Department of Transportation (49 CFR, Part 655).
E. Required Computer Skills with:

Minimum QualificationsAny combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

A. Required Prior Experience
Seven years of supervisory and administrative work within the public transit industry.
B. Required Prior Education
A Bachelor of Science degree in business, public administration, or related field from an accredited college or university. Six years of additional qualifying experience may substitute the required education.
