Director of Bus Maintenance
Pay Grade:   MC23
FLSA Status:   Exempt

Job Summary

This classification is primarily responsible for performing tasks in the following areas: Supervisory/Administrative; Vehicle and Equipment Maintenance, including Compressed Natural Gas (CNG) bus fleet and other gas and/or diesel powered revenue and non-revenue vehicles; and Department Administration. Work mainly involves problem solving and mediating highly conflicting, unexpected, and unusual problems involving multiple groups.

Essential Functions

A. Supervisory/Administrative
Duties may include:
Direct supervision of staff performing bus vehicle maintenance and repair functions. Delegate shift work assignments. Delegate and monitor individual staff members performance. Resolve labor relations issues and assist staff on these issues. Administer collective bargaining agreements per IBEW and AEA labor contracts, and shop policies. Coordinate staff efforts in dealing with Transportation and other departments. Resolve work performance, attendance, and other conduct issues of staff. Perform other duties as assigned.

B. Vehicle and Equipment Maintenance
Duties may include:
Work with supervisors and maintenance employees to identify mechanical problems. Coordinate vehicle maintenance and repair with departments. Formulate vehicle repair and modification campaigns based on analysis of vehicle repairs. Plan maintenance schedule and flow of work for three shifts (24 hour, 7 days per week operation). Coordinate the random substance abuse testing of employees with direct supervisors. Coordinate with Procurement on the selection and purchasing of staging parts for vehicle campaigns. Review, update, and modify the preventive maintenance programs to fit current maintenance trends. Analyze Maintenance Department performance data and implement methods of increasing efficiency and reducing costs. Perform other duties as assigned.

C. Department Administration
Duties may include:
Maintain operational budget balances. Plan overtime work based on the needs of the service and the operating budget. Gather data, analyze current and past expenditures to develop the departmental budget. Formulate and monitor capital projects and grants. Approve departmental purchases. Review shift operation reports to determine the work performance of employees. Prepare and conduct performance evaluations; monitor employee training and development; maintain appropriate documentation of disciplinary actions. Assist Employee Relations with the administration of the labor contract and department labor issues. Perform other duties as assigned.

(4) Dexterity: frequent repetitive motion; frequent writing; frequent grasping, holding, and reaching. (5) Hearing/Talking: frequent hearing and talking, in person and on the phone. (6) Emotional/Psychological: frequent decision-making and concentration; frequent public and/or coworker contact; occasional working alone. (7) Environmental: frequent exposure to noise generating from vehicle maintenance shop.

Required Knowledge of:
Vehicle management practices and cost controls.
Employee and labor relations.
Principles and practices pertaining to the maintenance and repair of vehicles and equipment.
Tools and equipment used in the maintenance and repair of vehicles and equipment.
Administrative and office management techniques.
Principles of labor relations and collective bargaining.
Principles of administration, supervision, and training.
Principles of budget preparation, administration, and cost control.
Safety regulations and procedures.
Alternative fuels (especially Compressed Natural Gas) helpful.

Required Ability to:
Work under short turnaround time to complete work assignments.

Learn District policies and procedures.
Effectively write reports, memos and Board issue papers.
Effectively manage the Maintenance Department activities and programs to achieve District goals and objectives.
Read, interpret, and apply provisions of the collective bargaining agreements.
Prepare and maintain a variety of comprehensive reports and documents.
Develop a budget and control inventory and expenditures.
Use good judgment to initiate creative problem solving.
Establish and maintain cooperative working relationships.
Conduct grievance and disciplinary review hearings.
Communicate effectively, in oral and written form.
Obtain and maintain a valid Class B California driver’s license issued by the Department of Motor Vehicles, with Medical Certificate.
Comply with the random drug testing provisions for safety-sensitive classifications as required by the Department of Transportation (49 CFR, Part 655).

Minimum QualificationsAny combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Required Prior Experience:
Seven years of supervisory and administrative work experience in bus vehicle maintenance.

Required Prior Education:
A bachelor’s degree in transportation, business, public administration or related field from an accredited college or university. Six years of additional qualifying experience may substitute for the required education.
