Job Summary
This classification is primarily responsible for performing tasks in the following areas: Manage Revenue (bus and train) and Non-Revenue (equipment) Inventory; Procurement of Goods, Services, and Equipment; Supervisory; and Technical Support and Training. Work mainly involves having primary responsibility for full-time supervision of staff including hiring/firing, corrective action, and completing and conducting performance evaluations.
Supervision
Supervision Received: This class works under direction, receiving general instructions regarding the scope and approach to projects or assignments, but procedures and techniques are left to the discretion of the employee.
Supervision Exercised: This class provides direct and/or indirect supervision to lower level personnel.

Essential Functions
A. Manage Revenue (Bus and Train) and Non-Revenue (equipment) Inventory
Duties may include:
Manage inventory system integrity and accuracy (monthly cycle counting and annual inventory counting). Establish inventory levels; maintain physical and computerized material management while minimizing inventory-carrying cost. Establish and maintain inventory control procedures for parts room and warehouses. Manage the District shipping and receiving inventory section. Dispose various obsolete inventory parts in accordance with District policies. Other duties as assigned.
B. Procurement of Goods, Services, and District Equipment for Departments
Duties may include:
Procure goods and services in accordance to District, state, and federal purchasing rules. Purchase repair parts to establish and replenish inventory items utilizing the SAP computer software. Oversee the purchasing of equipment, tools, services, and repair parts optimizing operational support to the District. Generate SAP computerized back order reports and contact vendors for past due items. Solicit, evaluate, and convert SAP bids for inventoried parts into purchase orders. Prepare technical specifications for purchase of capital, and operational equipment and supplies. Review and edit solicitation documents to ensure accuracy and compliance with legal requirements. Other duties as assigned.
C. Supervisory
Duties may include:
Direct activities of personnel engaged in material warehousing, shipping, receiving, and distribution functions. Develop, train, evaluate, counsel, and discipline personnel as required. Adhere to the collective bargaining agreement sections that impact assigned state vacation and overtime rules; assist in union grievance procedures. Other duties as assigned.
D. Technical Support and Training
Duties may include:
SAP power use to provide technical support for procurement, material management, and reporting software functions. Provide SAP training and support to subordinate staff and District employees ( Procurement and Maintenance Departments). Provide SAP support to subordinate staff and District employees (Procurement and Maintenance Departments). Other duties as assigned.

Required Ability to:
- Forecast inventoried parts minimum and maximum stockage levels.
- Manage availability and distribution of parts to District departments.
- Manage daily computer and physical receipt of parts and equipment.
- Perform inventory transfers between parts storage warehouses.
- Manage and maintain inventory system integrity and accuracy.
- Ensure a clean, safe working environment in accordance to OSHA regulations.
- Evaluate bid solicitation to ensure all procurements are done in accordance to all local, state, and federal requirements.
- Create computer purchase orders and requisitions in accordance to District, local, State and Federal requirements.
- Convert computerized procurement requisitions into purchase orders.
- Provide technical assistance and training for computerized purchase orders and requisitions to District employees.
- Act as a resource and liaison between procurement, various departments, and vendors.
- Evaluate new goods and services presented to the District by vendors.
- Ensure adherence to the collective bargaining agreement and participate in union grievance procedures.
- Direct activities of parts personnel to ensure accuracy in shipping and receiving delivery duties.
- Adhere to the drug and alcohol laws, and the procedures of the Federal Transportation Administration and the State of California.
- Provide SAP training to subordinate staff and District employees.
- Learn District and departmental operating policies and procedures.
- Learn departmental systems, tasks, methods, and procedures.
- Communicate effectively with internal and external individuals.
- Organize information clearly and precisely.
Required Computer Skills with:

Minimum Qualifications — Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Required Prior Experience:
Four years of increasingly responsible experience in performing technical materials management functions, preferably including experience in a public transit agency, and one year of experience in a lead or supervisory capacity.
Required Prior Education:
A Bachelor of Science from an accredited college or university with emphasis on Business Administration or related field. Six years of additional qualifying experience may substitute for the required education.
