Job Summary
This classification is primarily responsible for performing tasks in the following areas: Transit and Other Related Plan Drafting, Analyzing, and Reporting; Project Oversight and Management; Transportation and Financial Data Collection, Review, and Analysis; and Public Information Services. This is the journey, fully trained level within this series; incumbents are expected to be fully competent to independently perform the full range of duties. Work mainly involves the gathering and interpretation of data dealing with problems and difficult situations. Incumbents may put forth alternative solutions for consideration.
Supervision
Supervision Received: This class works under direction, wherein the employee receives general instructions regarding the scope and approach to projects or assignments, but procedures and techniques are left to the discretion of the employee.
Supervision Exercised: This class may provide indirect supervision to lower level personnel.

Essential Functions
A. Transit and Other Related Plan Drafting, Analyzing, and Reporting
Duties may include:
Develop and draft plans for new and modified transit services . Prepare various written communications including Board issue papers and service evaluations. Prepare maps, graphs, charts, and other visual aids to illustrate planning studies. Monitor and evaluate the effectiveness of plans, programs, and policies. Research, evaluate data, and draft updates to transit plans. Evaluate alternatives, develop findings, and present recommendations for management approval. Other duties as assigned.
B. Project Oversight and Management
Duties may include:
Define project scope and develop project work plans and schedules from inception to implementation. Identify personnel and equipment resource needs and coordinate and oversee supporting staff. Define activities, tasks, milestones, timelines, and deliverables for each project. Coordinate, monitor, and review progress of project tasks and activities. Prepare and present project progress reports. Advise Planning Manager and Executive Director of key issues to be addressed and resolved. Prepare and present recommendations to modify project scope, plan, and schedule. Assist Planning Manager in preparation, administration, and management of department work. Other duties as assigned.
C. Transportation and Financial Data Collection, Review, and Analysis
Duties may include:
Collect, maintain, update, and analyze ridership, traffic movement, operations, land use, and other data. Conduct and supervise ridership, transportation, and land use market trends research and analysis. Review, evaluate, and comment on tentative service changes, cost estimates, route maps, and other documents. Identify transit deficiencies and opportunities, evaluate alternatives, and develop findings and recommendations. Conduct field investigations and surveys. Advise management on feasibility and cost-effectiveness of service plans. Other duties as assigned.
D. Public Information Services
Duties may include:
Plan, organize, and conduct public outreach workshops regarding service development and modifications. Prepare and disseminate information on District planning projects to the public via email, website, and mail. Respond to public inquiries via telephone, email, written correspondence, and in person. Prepare and present service planning information to the District Board and at public meetings and hearings. Provide Public Information and Customer Relations staff with information on proposed and approved service changes. Staff public information outreach events. Represent the District with external interest groups. Other duties as assigned.

Required Prior Experience:
Two years of increasingly responsible professional planning experience.
Required Prior Education:
A Bachelor’s Degree in Planning or related field.
