Job Summary
This classification is primarily responsible for performing tasks in the following areas: Department Administration; Long-Range Strategic Planning; Service Planning; Short-Range Planning; District-wide Support and Project Management; Direct Route Development; Data/Plan Review, Analysis, and Reporting. Work mainly involves problem solving and mediating highly conflicting, unexpected, and unusual problems involving multiple groups.

Supervision Received: This class works under administrative direction, which includes broad management responsibility for a large program or set of related functions. Work is usually received in terms of goals; review is received in terms of results.

Essential Functions
A. Department Administration
Duties may include:
Develop and build teams. Delegate, guide, direct, develop, and motivate subordinates. Resolve conflicts and negotiate with others. Make personnel decisions such as interviewing, selecting, hiring, promoting, and disciplining employees. Develop policies and procedures. Organize, plan, and prioritize departmental work activities. Monitor and assess performance of others. Oversee development and monitoring of department budget. Perform other duties as assigned.
B. Long Range Planning
Duties may include:
Assess the District’s current state and recommend improvements. Work with District staff, local officials, commissions, and other organizations to develop long range plans to provide service to meet the transportation needs in the service area. Update the long-range master plan. Conduct Systems Planning studies. Monitor, update, and modify overall, District-wide strategic plan based upon goals- and issues-based planning with a focus on the organization's mission, vision, and values, identifying the goals/issues to work toward, the strategies to achieve the goals and resolve the issues, and the action planning. Lead the effort to determine what the District must do as a result of the major issues and opportunities facing the organization. Direct Corridor Investment /Alternatives Analysis studies, which include conceptual operating plans, bus service provisions, and transit financing. Perform other duties as assigned.
C. Service Planning
Duties may include:
Develop and oversee the District’s short range service plan, including routes, service days and span of service, and frequency. Monitor service performance and ridership. Develop and update Route Profile Analysis Report. Direct staff in accomplishing the department’s workload requirements and District goals. Develop programs, conduct meetings, and prepare implementation strategies to insure that the agency is implementing the most effective and cost efficient transit service. Develop service design and evaluate transit service performance against standards. Evaluate demand, revenue, and operating cost of the service. Prepare and review staff reports for the District’s executive management and the Board of Directors. Review and provide input for transit service plans. Oversee the ridership data collection program. Perform other duties as assigned.
D. District-wide Support and Project Management
Duties may include:
Participate in District Board and committee meetings. Serve on local, regional, and national committees. Prepare comprehensive planning reports on activities and programs. Monitor and assess performance of individuals to make improvements or take corrective action. Coordinate the work and activities of others. Conduct project-related meetings with other District departments and external agencies. Perform other duties as assigned.
E. Data/Plan Review, Analysis, and Reporting
Duties may include:
Direct the development of the District’s transit service plans. Write various sections of other plans as necessary. Coordinate the District’s transit service plans with other local agencies. Assist in financial analysis of transit funding sources. Review and evaluate transit service planning data for decision-making. Perform other duties as assigned.
F. Short Range Planning
Duties may include:
Develop and update Short Range Plan. Responsible for all special studies, including fare structure, Title VI, and Feasibility Studies.

Minimum Qualifications — Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Required Prior Experience:
Seven years of experience in urban transportation planning, transportation analysis, or related field, with an emphasis on the design and implementation of public transportation services or the development of strategic transit plans.
Required Prior Education:
A Bachelor’s Degree in Business or Public Administration, Public Sector Planning, or closely related field. Six years of additional qualifying experience may substitute for the required education.
