Job Summary
This is a full management level classification with responsibilities for the development and implementation of policies and programs of the Sacramento Regional Transit District. Incumbent is responsible for determining that departmental programs and operating plans support the furtherance of District goals and objectives.

Essential Functions
Under general direction, plans, develops, organizes and implements policies and programs to assist the General Manager in achieving District goals and objectives. Coordinates policy and program activities with the Board of Directors, legislative staff and senior management. Evaluates departmental programs and operating plans in relationship to District goals and objectives. Assists senior management with implementing and achieving long-range planning, program development, annual budget and District objectives. Conducts detailed research on transit industry data and provides statistical analyses as needed. Identifies issues which may impact the District (external and internal) including existing and proposed federal, state, and local legislation for impact on the District and assists senior management in providing appropriate responses. Analyzes and evaluates complex policy issues and makes recommendations. Maintains awareness of technological advances which can assist the District's productivity. Prepares complex reports, documents and correspondence. Trains, supervises, oversees and evaluates subordinate staff.
Other Job Functions: Represents the District at meetings with the Board of Directors, legislative staff, public and private sector organizations and other external groups. Analyzes, coordinates, and implements special projects with support from assigned staff and consultants as needed. Establishes and maintains an effective system of communications within the organization and with diverse groups and individuals. Performs other duties as assigned.

- Read, understand and interpret complex legal documents, regional transportation policies, and comprehensive transit related materials.

Minimum Qualifications — Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Bachelor’s Degree in Economics, Planning, Public or Business Administration or a closely related field. Five years of direct work experience with complex analytical and administrative assignments, policy analysis, and program implementation. A Master's degree and demonstrated experience with regional transportation policy coordination is highly desirable.
