Job Summary
This classification is primarily responsible for performing tasks in the following areas: Program, Policy, and Procedure Review, Analysis, and Support; Public Information: Marketing Administration; and Supervisory/Administrative. Work mainly involves problem solving and mediating highly conflicting, unexpected, and unusual problems involving multiple groups.
Supervision
Supervision Received: This class works under administrative direction, which includes broad management responsibility for a large program or set of related functions. Work is usually received in terms of goals; review is received in terms of results.
Supervision Exercised: This class may provide direct and/or indirect supervision to lower level personnel.

Essential Functions
A. Program Policy and Procedure Review, Analysis and Support
Duties may include:
Plan, organize, direct, design, and coordinate comprehensive community relations and outreach, and public information programs in support of the District’s plans. Respond to significant issues. Prepare correspondence, marketing plans, and policy/position speeches. Represent the District at public meetings and media events. Develop and maintain effective and positive community, media, and transportation user relations. Advise and make presentations to the Board of Directors regarding the impact of programs on District image, and new/revised public information programs. Other duties as assigned.
B. Marketing Administration
Duties may include:
Plan, organize, develop, direct, and administer marketing, advertising and research, and fare prepayment programs. Design, implement, and monitor marketing activities of integrated bus and light rail system. Oversee all marketing campaigns and advertising functions, including preparation of short and long range marketing plans, with special emphasis on programs designed to increase District ridership/revenue, and maintain favorable public image. Other duties as assigned.
C. Public Information
Duties may include:
Create and supervise public education and media relations programs. Design publicity campaigns for community and media events and District projects. Present District programs to major business organizations, community groups, and civic leaders. Represent the District at meetings with various external groups, including local/appointed officials, citizen, community and business groups. Prepare and direct the preparation of news releases and articles for public information. Oversee advertising functions relating to community relations, outreach, and public information. Establish and maintain effective working relationships with diverse groups and individuals. Supervise outside advertising agencies and other consultants to assure continuity and effectiveness of media planning, placement, and buying, as well as design of multi-media advertising campaigns. Other duties as assigned.
D. Supervisory/Administrative
Duties may include:
Monitor and evaluate employee performance. Recruit, train, evaluate, and motivate employees. Review and approve expenditures. Prepare and review department budget. Coordinate staff budget development. Coordinate department
development of goals and objectives. Conduct staff meetings. Other duties as assigned.

- Effectively represent the District at community and media events.

- Direct and implement a comprehensive marketing and public relations program that meets the District’s goals and objectives.
- Prepare and present news and media information.
- Direct the work of consultant resources and administer contracts to ensure compliance with District expectations.
- Prepare and administer budget proposals.
- Review goals and objectives; revise budget to conform to goals and objectives.
- Monitor progress and adjust schedule, activities, and resources.
- Solicit and select consultant professional services.
- Mediate contract issues, questions, and problems.
- Compose policy related issue papers and memos.
- Communicate District policy changes to employees and public.
- Review, revise, and submit department goals and objectives to executive staff.
- Evaluate department goals and objectives for conformance with those of the organization.
- Monitor performance against standards.
- Participate in project, staff, and management meetings.

Required Prior Experience:
Five years of experience in public information, community relations, or closely related field, including two years of supervisory experience.
Required Prior Education:
A Bachelor’s Degree in Communications, Business, Journalism, Marketing, or closely related field.
