Job Summary

This classification is primarily responsible for performing tasks in the following areas: Public Information, Community Relations, and Marketing Services. This is the journey, fully trained level within this series; incumbents are expected to be fully competent to independently perform the full range of duties. Work mainly involves the gathering and interpretation of data dealing with problems and difficult situations. Incumbents may put forth alternative solutions for consideration.

Supervision

This class works under direction, wherein the employee receives general instructions regarding the scope and approach to projects or assignments, but procedures and techniques are left to the discretion of the employee..

Supervision Exercised: This class may provide indirect supervision to lower level personnel.

Essential Functions

Public Information
Duties may include:
Coordinate the District's public information. Meet with the public to provide District information. Coordinate public information, marketing, and community outreach programs. Coordinate with external agencies and businesses to publicize District services. Other duties as assigned.

Marketing Services
Duties may include:
Develop and administer marketing presentations to specific market segments. Implement production of internal and external publications such as announcements, newsletters, flyers, brochures, visual displays, signs, charts, maps and other printed material. Coordinate and implement production of internal and external publications. Attend and assist with coordination of special and media events such as ribbon cutting ceremonies and other media events. Negotiate advertising and air space purchase. Assist in the administration of vendor contracts. Prepare reports and documents for review by other staff, including Public Information Manager and executive management. Other duties as assigned.

Knowledge and Abilities

Required Knowledge of:
Principles and practices of assessing needs, and developing media and public programs.
Principles and practices of business correspondence and report writing.
Methods and techniques of coordinating a variety of media, public and community relations events.
Local community demographics and facts.
Transit industry operations.
Effective oral communication to various groups.
Market research techniques.
Marketing and public relations principles.

Required Ability to:
Approve and make recommendations of materials written by outside agencies.
Develop presentation materials.
Direct consultants or other staff involved with projects or events,
Draft RFPs for new or renewed vendor contracts.
Provide technical support to internal and external clients in the design and production of information media.
Interpret, analyze, and explain District rules, policies, and procedures.
Prepare and analyze recommendations for proposal of new public information and marketing programs.
Plan, schedule, coordinate, monitor, and perform project and special event activities.
Publish events in internal and external publications and media.
Research and respond to complaints and requests for information. Schedule, plan, coordinate, and perform presentations.
Schedule internal and external staff to assist in community and special events.
Write copy of newsletters, flyers, brochures, visual displays,
advertisements, and other printed materials.
Maintain cooperative working relationships with internal staff and external agencies.

Required Computer Skills with:
Common word processing software.
Common spreadsheet software.
Common database applications.
Accounting or operations software functionality.
Email, contact management, and scheduling software.
Project management software.
Presentation software.

Minimum QualificationsAny combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Required Prior Experience
Three years of increasingly responsible experience as a public information officer or coordinator.

Required Prior Education
A bachelor of science degree in marketing, communications, business, public administration, or closely related field. Six years of additional qualifying experience may substitute for the required education.
