Job Summary
This classification is primarily responsible for performing tasks in the following areas: Department Administration, QA/QC Compliance, QA/QC Training and Program Development. Work mainly involves problem solving and mediating highly conflicting, unexpected, and unusual problems involving multiple groups.
Supervision
Supervision Received: This class works under administrative direction, which includes broad management responsibility for a large program or set of related functions. Work is usually received in terms of goals; review is received in terms of results.
Supervision Exercised: This class may provide direct and/or indirect supervision to lower level personnel.

Essential Functions
A. Department Administration
Duties may include:
Supervise and direct quality personnel to perform quality functions. Implement Design, Construction and Procurement, and Testing and Startup QA/QC activities. Develop QA/QC monthly and top level reports for major extension projects. Develop QA/QC updates for major extension projects. Report to the Project Manager for requirements of compliance. Other duties as assigned.
B. QA/QC Compliance
Duties may include:
Ensure that the District is in compliance with the FTA QA/QC guidelines. Conduct audits, surveillance and monitor RT staff, consultants and contractors for compliance. Identify and evaluate quality problems of work deficiencies, to initiate, recommend, or provide solutions. Review design, plans, specifications, procedures, contracts and RFP for completeness and quality requirements. Develop contractor and consultant quality specifications for design, procurements, and construction contracts. Help consultants and contractors develop QA/QC programs. Meet with FTA PMOC to discuss QA/QC issues. Monitor and observe contract work performed, and document surveillance to ensure contract compliance. Perform audits, surveillance, and oversight of RT contracts. Perform receiving inspections of RT procurement contracts. Perform onsite First Article Inspections of construction contracts. Perform off-site inspection and tests of procurement around the country and overseas. Perform in-process inspections and tests of construction contracts. Review design plans and specifications for correct welding identification and requirements. Develop specifications for welding requirements. Respond to RFI's and review welding related submittals and provide written responses. Manage source inspection contract for RT Projects. Prevent and resolve equipment and materials quality problems. Identify and coordinate required source inspections for construction and procurement contracts. Submit written work request identifying qualifications, requirements and details for source inspection. Meet with Source Inspection Project Manager and review Work Order Quotation. Correspond with source inspector when onsite and provide all documents required for inspections. Review inspection reports and resolve quality issues with the inspected contractor as a result of inspection nonconformance. Provide final shipping release for RT to the contractor when the product is found acceptable. Review and approve Source Inspection Contractor Invoices. Manage and coordinate failure analysis of RT materials and equipment. Evaluate and analyze material or equipment problem. Review and analyze any available inspection, test, or other data. Recommend and/or perform or coordinate any additional tests. Audit or review fabrication sites for process controls. Other duties as assigned.
C. QA/QC Training and Program Development
Duties may include:
Perform training of QA/QC requirements of construction and procurement contracts. Help contractors write QA/QC procedures and quality manuals. Initiate and schedule meetings with contractors for quality procedures. Provide samples and materials to help contractors write procedures. Other duties as assigned.

Required Ability to:
- Write contract language and specifications.
- Review design plans and specifications to determine accuracy, structural soundness, and readiness for inspection.
- Work with the FTA PMOC on all project aspects relating to quality.
- Determine if contractor construction and procurement contracts are in compliance with codes, specifications and standards.
- Notify and issue nonconformance to contractors and persuade contractors to perform acceptable corrective actions.
- Develop and implement QA/QC program education of District staff, consultants and contractors of Quality Assurance and Quality Control Programs.
- Perform onsite and off-site (domestic and overseas) source inspections.
- Develop and implement the District’s QA/QC Program under review and approval of the FTA's PMOC.
- Work with and educate contractors that do not wish to comply with District contracts and the FTA adopted guidelines.
- Audit contractors along with the PMOC representative.
- Accommodate the FTA's PMOC audit schedule requests.
- Write lessons learned or special reports for the FTA's PMOC.
- Identify equipment or materials that require source inspection.
- Evaluate the source inspection budget to obtain best value of source inspection personnel.
- Evaluate source inspection results to determine required corrective actions to be performed.
- Manage source inspections that are performed throughout the United States.
- Determine if personnel proposed by the source inspection contractor are qualified and/or appropriate for the tasks.
- Give direction to the contractor that is being inspected to stop and/or correct work.
- Determine acceptable standards for materials and equipment. Interpret codes, specifications, standards and contract documents.
- Schedule inspections and tests so that the materials and equipment is easily available.
- Various types of metals and code applications.
- Seismic requirements of materials.
- Deal with complex problems that may exists outside of manufacturer's Recommendations.
- Work with documentation needed to defend potential claims in court.

Minimum Qualifications — Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Required Prior Experience:
Four years of experience in a quality assurance or quality control management position working on construction projects. Work experience with rail transit systems or public works facilities is preferred.
Required Prior Education:
A Bachelor of Science Degree in Construction Management, Engineering, or closely related field. Six years of additional qualifying experience may substitute for the required education.
