Job Summary
This is the first working-level classification in the Quality Assurance Specialist series. Incumbents are responsible for evaluating construction and fabrication activities through audits and inspections to resolve areas and maintain a comprehensive functional Quality Assurance and Quality Control Program.

Distinguishing Characteristics
Incumbents in this class perform the more routine quality assurance auditing duties and assignments work while under supervision.
Essential Functions
Under direct supervision, develops and maintains Quality Assurance Programs and Procedures. Plans, develops, implements, monitors and evaluates Quality Assurance and Quality Control activities to ensure quality of bus and light rail systems and facilities construction. Conducts audits, surveillance and inspections. Identifies non-conformance and deficiencies and develops and coordinates recommended corrective actions. Reviews, analyzes and evaluates vendor and contractor activities, products and reports to ensure delivery of services and materials in compliance with contracts. Review project work processes for compliance.
Reviews plans and specifications and provides recommendations. Maintains records using electronic files and computer programs. Attends and participates in meetings and conferences. Performs other related duties as assigned.
Job Demands
Physical and Mental Requirements:
Work is performed both in an indoor office setting and outside for construction site activities, with exposure to varying weather conditions. While performing the duties of this job, the incumbent must regularly:
- See, talk, hear, stand, sit, use hands and fingers to handle objects, reach with hands and arms to operate standards office equipment and occasionally walk, climb stairs, ladders, and in/out of vehicles and lift and/or move up to 25 pounds.
- Work environment has frequent exposure to vibration and loud noise and occasional exposure to airborne particles, toxic or caustic chemicals, slippery uneven walking surfaces, and risk of electrical shock.
- Necessary aptitudes include the ability to understand instructions.

Knowledge and Abilities
Required Knowledge of:
- Principles, practices, techniques and theories of quality process auditing and surveillance practices and techniques relating to quality assurance and quality control programs and procedures.
- Computer applications.
- Engineering, design and construction principles.
- Project management principles, practices and methods.
- Construction inspection, test practices and methods.
Required Ability to:
- Analyze, evaluate and resolve complex design, procurement and construction management issues.
- Assist in developing Quality Assurance and Quality Control programs and procedures.
- Develop contract language for procurement and construction contracts.
- Learn District policies and procedures.
- Detect deficiencies and follow through to ensure project is completed pursuant to approved specifications.
- Read, interpret, and apply relevant regulatory laws, ordinances, and codes.
- Read and interpret engineering drawings and specifications.
- Communicate effectively orally and in writing.
- Prepare reports, business correspondence, daily logs, and contract documentation.
- Negotiate construction change orders and progress payments.
- Analyze problems and execute effective solutions.
- Determine and administer consultant and construction contracts.
- Interact professionally with various levels of District employees, contractors, and government officials, and the public.
- Maintain detailed records.
Minimum Qualifications — Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Required Prior Experience:
One year of professional work experience in construction management including contract administration, construction inspection and cost estimating. Work experience with rail transit systems or public works facilities preferred.
Required Prior Education:
High School diploma or equivalent.
Special Requirements:
Possession of a valid Class C California Driver's License.
