Distinguishing Characteristics

This is the journey level classification in the Real Estate Analyst series. It is flexibly staffed with the Real Estate Analyst I position, meaning that incumbents at the Real Estate Analyst I level can reasonably expect to progress to the Real Estate Analyst II level based on experience, competency, and judgment of management.

Essential Functions

Under general supervision, negotiates, prepares and administers leases of Sacramento Regional Transit District (RT)-owned property or property leased by RT. Prepares right-of-way status reports, monitors costs and budgets. Evaluates potential sites for leases. Evaluates and responds to requests for use of property, questions about RT ownership of real property, maintenance and use. Inspects properties to ensure client compliance with terms of agreements. Reviews property related data, including inventories, budgets and planning reports to obtain information on property status, needs, and availability. Process entitlements for development, including negotiating and preparing documents as necessary for easements on RT property and/or negotiates and acquires easements from others as needed by RT for projects. Performs license and lease administration, including contract monitoring. Performs disposition analysis. Prepares market analysis of potential joint development sites. Writes and compiles Requests for Proposals for joint development. Performs tax and assessment payments and abatements. Coordinates with other RT staff the payment of invoices for leases, contracts, contractors, and real estate transactions. Conducts analysis of space needs. Identifies and locates potential satellite facilities and leases. Prepares documents for appraisals. Markets surplus property. Performs other related duties as assigned.

Knowledge and Abilities

Required Knowledge of:

  • Applicable federal, state and local laws, regulations and policies related to easements, right-of-entry, real estate title, and other property, technical, legal, and financial activities.

  • Lease agreements and contractual provisions.


Required Ability to:
  • Understand and interpret engineering plans, maps, surveys, and legal documents.

  • Research county assessor’s records.

  • Use a personal computer, including word processing and spreadsheet applications.

  • Read and interpret appraisals, titles and legal descriptions.

  • Assess land values and financial returns from leases and development proposals.

  • Plan and organize workload while paying close attention to details.

  • Establish and maintain effective and cooperative working relationships with peers, diverse groups, and others.

  • Work effectively as a team member.

  • Use good judgment in making decisions.

  • Communicate effectively both orally and in writing.

Minimum QualificationsAny combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Required Prior Experience:
Three years of experience in one of the following areas: Real property management, appraisal, negotiation, acquisition and/or disposition experience.

Required Prior Education:
Equivalent to a Bachelor’s Degree from an accredited college or university, with major coursework in Real Estate, Business Administration, Economics, Urban Development, Planning, or a closely related field.

Special Requirements:
Possession of a valid California Motor Vehicle Operator’s License.
