Job Summary

This classification is primarily responsible for performing tasks in the following areas: Department Administration; Program Policy and Procedure Review, Analysis and Support – Internal Programs and Policies; Public Information Services; Information Tracking and Recording; Field Safety and Accident Investigation. Work mainly involves the gathering and interpreting of data dealing with problems and difficult situations. May put forth alternative solutions for consideration.

Empowered with the authority to stop any practice or operation that jeopardizes the safety of either public or employees; and ensure District compliance with all government transportation/safety rules and regulations.

This position typically supervises subordinate staff and receives input from Senior Management.

Supervision

Supervision Received: This position typically works from broad policies and toward general objectives, sets and interprets departmental policy, referring to senior management for adoption/approval. Refers specific matters to superiors only when interpretation or clarification is necessary.

Supervision Exercised: This position may supervise the following subordinates: Senior Safety Specialist, Safety Specialist I, Safety Specialist II, administrative staff. Performs the following supervisory-related tasks: on own authority trains others, with prior approval hires employees, on own authority plan/schedule work on specific projects, on own authority plan/schedule work on daily basis, on own authority assign/delegate work on daily basis, on own authority monitors work on specific projects, on own authority monitors work on daily basis, on own authority establishes rules, procedures, standards, on own authority approves overtime and/or leave, on own authority evaluates performance, on own authority takes corrective action, on own authority resolves complaints and/or grievances.

Essential Functions

A. Department Administration
Duties may include:
Manage Safety Department staff work assignments. Responsible for staffing decisions, including hiring, retention, training, appraisals and development. Develops performance goals and objectives. Develops support mechanisms for other RT departments. Other duties as assigned.

B. Program Policy and Procedure Review, Analysis and Support – Internal Programs and Policies
Duties may include:
Plan, develop, implement, monitor and evaluate Loss Prevention Program. Develop safety-related plans (IIPP, Disaster Recovery, Hazard Analysis, etc.). Evaluate and revise safety plans. Review corrective actions identified by plans and provide input to eliminate or minimize hazards. Develop and implement industrial safety and loss control program which may include development and utilization of effective inspection/audit programs. Respond to reported accidents and near misses to evaluate industrial settings for enhancement of safety. Review updated regulations to ensure RT compliance. Respond to regulatory agency inspections and audits and to implement corrective actions. Review project plans for safety compliance. Develop safety certification plans. Conduct safety certification meetings. Meet with FTA regulators for presentation, discussion and approval of safety certification. Other duties as assigned.

C. Public Information Services
Duties may include:
Serve as liaison for the District with city/county planning officials. Review plans for safety developed for RT growth. Meet with local and state agency regarding safety items. Other duties as assigned.

D. Information Tracking and Recording
Duties may include:
Document and analyze RT occurrences, provide corrective measure proposals for the various departments within RT. Perform departmental audits. Perform inspections and reviews as identified by RT employees. Review inspections completed by RT departments. Track corrective actions identified. Other duties as assigned.

E. Field Safety and Accident Investigation
Duties may include:
Inspect and/or audit RT buildings, construction sites, and other areas for safety compliance. Audit inspections of RT buildings, construction sites and transit system areas. Train safety staff in conducting inspections and audits. Develop safety compliance guidelines for RT. Investigate serious accidents and provide written reports to regulatory agencies. Investigate reports as necessary of accidents or near misses to minimize or eliminate exposure. Other duties as assigned.

Minimum QualificationsAny combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Required Prior Experience:
Candidate must have 7 years prior experience that demonstrates the ability to perform the required skills and abilities indicated below.

Required Prior Education:
Candidate must possess formal education/training beyond a Bachelor's Degree. Six years of additional qualifying experience may substitute for the required education.
