Job Summary

This classification is primarily responsible for performing tasks in the following areas: Regulatory Compliance, Training, Inspection, Investigation, Analyses and Assessment. Work mainly involves performing prescribed tasks in a somewhat predictable order. Exceptions are regular but are carried out according to pre-determined policy or procedures. This class typically does not supervise subordinate staff and receives occasional supervision.

Supervision

Supervision Received: This class receives occasional supervision while working toward a definite objective that requires use of a wide range of procedures. Only unusual matters are referred to supervisor, typically with some suggestion of a solution.

Supervision Exercised: This class does not supervise subordinates.

Essential Functions

A. Regulatory Compliance
Duties may include:
Receive and assess various regulatory compliance reports. E.G. Hazardous Waste, Storm Water, etc. Process and maintain Federal, State, County, City and District regulatory reporting as required by law. Insure regulatory compliance regarding EH&S issues at a departmental level. Team member in creation of implementing, maintaining and reviewing EH&S procedures, policies, and plans. Create data sets for taxes, fees, fines, and licensing for EH&S for all District divisions. Contact person for consultation regarding regulatory compliance officers. Review current reports and publications for regulatory changes related to EH&S. Other duties as assigned.

B. Training
Duties may include:
Ascertain training needs based on regulations, standards and observations. Review current reports and publications for regulatory changes related to EH&S. Develop training materials. Create training records. Test for practical understanding of materials delivered. Create courseware regarding EH&S. Create presentation materials and safety awareness signage. Deliver EH&S presentations. Create ad hoc training such as toolbox safety meetings. Other duties as assigned.

C. Inspection, Investigation, Analysis and Assessment
Duties may include:
Create an ongoing life cycle for EH&S issues to minimize risks, analyze hazards and incidents, create policies and procedures to prevent recurrence. Physical inspection of facilities, equipment, work practices and procedures to identify and mitigate hazards and risks. Insure safety-warning signs and procedures are in compliance; consider new solutions to reduce risk. Inductively and deductively investigate incidents of all forms including human and environmental hazards. Create new policies and procedures to mitigate further incidents. Other duties as assigned.

Knowledge and Abilities

Required Knowledge of:

  • Federal, State, County, City EH&S regulations as well as District policies and procedures.

  • District operations involving regulatory issues.

  • Functional computer operations, manipulations of complex database operations (SAP), and computer networking.

  • Proper presentation of safety regulatory compliance regulations such as legal placement of warning signs.

  • Industry standards and best management practices.

  • Working regulatory laws and standards.

  • Demonstrate effective presentation skills.

  • Hazard analysis and its implication throughout the system life cycle.

  • Tools and techniques of data collection, on scene evidence collection, interviewing witnesses.

  • Applied preventive/predictive failure analysis, risk assessment, and deductive reasoning.


Required Ability to:
  • Create an audit program, failure analysis procedures, and summation to aid in further training.

  • Resolve conflicting regulations.

  • Ensure compliance from employees and supervisors regarding EH&S issues.

  • Procure required documentation from vendors IE MSDS sheets to insure compliance.

  • Insure all safety signage and other environmental equipment is in compliance.

  • Create positive psychological motivators for employees to successfully change ingrained habits.

  • Overcome time and budget constraints placed on department managers and supervisors to free employees for EH&S training.

  • Ensure training is up to date with regulatory mandates, best management practices and company policy.

  • Perform incident reconstruction.

  • Perform timely notification of incidents for the collection of perishable evident.


Required Computer Skills with:
  • Common word processing software.

  • Email, contact management, and scheduling software.

Minimum QualificationsAny combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Required Prior Experience:
One year of professional work experience in environmental, health, and/or safety program development and implementation.

Required Prior Education:
A Bachelor’s Degree in Environmental Health, or Safety Field. An additional six years of qualifying experience may substitute for the required education.
