Job Summary

This classification is primarily responsible for performing tasks in the following areas: Regulatory Compliance, Training, Inspection, Investigation, Analyses and Assessment. Work mainly involves the gathering and interpreting of data dealing with complex problems and unexpected situations including recommending solutions. This class typically does not supervise subordinate staff and receives occasional supervision.

Supervision

Supervision Received: This class receives occasional supervision while working toward a definite objective that requires use of a wide range of procedures. Only unusual matters are referred to supervisor, typically with some suggestion of a solution.

Supervision Exercised: This class does not supervise subordinates.

Essential Functions

A. Regulatory Compliance
Duties may include:
Review regulatory requirements for safety certification. Compile safety certification data for report generation to State Oversight Agencies. Attend construction meetings to maintain current on project status. Review written plans for regulatory compliance. Revise written plans for approval and implementation. Other duties as assigned.

B. Training
Duties may include:
Develop and revise as necessary safety training programs. Present safety training programs. Review contracts and documents for safety certification information. Document and track outstanding corrective actions. Other duties as assigned.

C. Inspection, Investigation, Analyses and Assessment
Duties may include:
Receive and investigate reported safety hazards from employees and the public. Utilize investigative techniques and equipment necessary to determine potential safety hazards. Respond to reportable accident scenes as notified. Collect accident facts and perishable corrective actions associated investigations. Evaluate facts and evidence including event recorder data. Write/review final accident reports. Generate written reports associated with investigations. Provide recommendations and corrective actions associated with investigations. Conduct storm-water evaluations and sampling. Conduct hazardous waste evaluations. Review MSDS information for potential hazards. Perform asbestos evaluations for current buildings and those new to the District. Other duties assigned.

Knowledge and Abilities

Required Knowledge of:

  • Safety and environmental regulations.

  • Investigative techniques and equipment.

  • Accident investigation techniques for both bus and light rail.

  • District operations for both bus and light rail.

  • The mechanical operations of buses, light rail vehicles, and wayside.

  • Water resources/storm-water regulations.

  • Hazardous waste regulations.

  • Air quality regulations.

  • Safety certification regulations.

  • Auditing procedures.

  • Training presentation techniques.

  • Regulations requiring written plans.


Required Ability to:
  • Ensure that the proper investigative techniques and equipment are available for specific hazards.

  • Ensure that the in-house equipment is operational, available, and has current sensors and calibration.

  • Identify corrective actions that are acceptable to the responsible department to mesh with current practices as applicable.

  • Utilize history and databases to forecast safety hazards prior to an occurrence.

  • Perform timely notification of accidents to minimize response times.

  • Determine severity of injuries for reporting purposes.

  • Stay current on new environmental regulations.

  • Provide prompt notification of environmental problems discovered in the field.

  • Collect data as required by regulations but not specifically identified in contract.

  • Collect data in a timely manner (as prescribed by contract) to ensure that systems requiring certification are completed prior to revenue operation.

  • Stay current on changing regulations.


Required Computer Skills with:
  • Common word processing software.

Minimum QualificationsAny combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Required Prior Experience:
Three years of professional experience in environmental, health, and/or safety program development and implementation. Emphasis with industrial hygiene is preferred.

Required Prior Education:
A Bachelor’s Degree in an Environmental Health or Safety Field. An additional six years of qualifying experience may substitute for the required education.
