Job Summary
This classification is primarily responsible for performing tasks in the following areas: Schedule Building and Runcutting; Schedule Maintenance and Oversight; Transportation Data Collection, Review and Analysis; Document and Correspondence Preparation; Communication and Information Dissemination; Supervisory Administrative; Work mainly involves the gathering and interpreting of data dealing with problems and difficult situations. May put forth alternative solutions for consideration. This class may supervise subordinate staff and receives occasional supervision.

Essential Functions
A. Schedule Building and Runcutting
Duties may include:
Attend internal and external meetings to gather information for service changes. Perform fieldwork on existing or new routes in preparation for creation or change to service. Report findings of fieldwork regarding existing and new routes. Design and create service schedule in conformance with District operator and vehicle quotas. Create vehicle blocks to optimize the efficiency of the vehicle assignments. Create alternative routing for non-revenue bus routings. Develop runcuts in compliance with federal and state law, as well as contractual obligations. Other duties as assigned.
B. Schedule Maintenance and Oversight
Duties may include:
Modify "TeleDriver" software parameters for cafeteria bidding. Input and analyze the legality of operator schedule bidding (signup). Update weekly operator bids. Create special services for SAR, schools, special events and state holidays. Produce, distribute, and maintain inventory of pocket timetables, including creation of requisitions in SAP. Create and maintain bus stop data, route specific bus stop patterns, and ADA announcement databases. Create and distribute signup documentation. Create bus assignments to match the various fleet equipment to the differing ridership demands of the District’s system. Other duties as assigned.
C. Transportation Data Collection, Review and Analysis
Duties may include:
Perform ridership demographic studies. Monitor supplemental school service ridership and adjust service levels as necessary. Capture and maintain historical ridership data, and perform analysis using spreadsheet and database programs. Capture and maintain geographical coordinates of bus stops in relation to present and future bus routes. Analyze ride-check information to determine accuracy of scheduled service. Other duties as assigned.
D. Document and Correspondence Preparation
Duties may include:
Create written reports describing service, changes to service, and the implications; Create and maintain spreadsheets to display changes in ridership trends, costs of service, and other statistical data. Create and maintain databases to track inventory and information on a continuous basis. Answer questions and complaints from city officials or members of the public. Other duties as assigned.
E. Communication and Information Dissemination
Duties may include:
Provide Transportation with bid information and answer schedule-related questions and inform them of service changes due to detours, special services, or special events. Provide Call Center and Public Information with detailed service change information. Coordinate with Facilities to implement bus stop installation or modifications when service changes require stops to be created or moved. Provide cost analysis of service scenarios and estimates of manpower requirements for management and senior staff members. Assist the public, consultants, and schedulers from other transit properties with inquiries. Other duties as assigned.
F. Supervisory Administrative
Duties may include:
Delegate, guide, direct, and motivate subordinates. Coach and develop skills. Resolve conflicts and negotiate with others. Organize, plan, and prioritize work. Other duties as assigned.

Knowledge and Abilities

- Federal and state DOT laws and restrictions, as well as the current CBA with the Amalgamated Transit Union (ATU).
- Sacramento area streets and the related safety considerations of driving a transit bus.
- Transit operations and transit scheduling.
- Statistical analysis and data management.
- Transportation bidding and extra board rotation rules.
- SAP procedures required to enter requisitions.
- Bus route demographics.

- Complex mathematical functions, statistics and statistical analysis.

Minimum Qualifications — Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Required Prior Experience:
Three years of work experience in a transportation service related industry agency, preferably in Operations support.
Required Prior Education:
Two years of completed undergraduate college coursework in Mathematics, Statistics, or closely related field. An additional four years of qualifying experience may substitute for the required education.
