Job Summary

This is a supervisory level classification primarily responsible for planning, designing, and directing civil engineering projects such as railway track and substructure, stations, roads, drainage, structures and other transit facilities.

Essential Functions

Under general direction, provide technical engineering supervision for the District's light rail and bus facility development.

On a daily basis, supervise all phases of engineering and design programs of professional engineers and draftspersons; plan work assignments, interpret policy and solve problems. Analyze reports, maps, drawings, blueprints, tests, and aerial photographs on terrain, hydrological characteristics, and other topographical and geologic data to plan and design projects. Prepares or directs preparation and modification of reports, specifications, plans, construction schedules, environmental impact studies, and designs for projects. Uses computer assisted engineering and design software and equipment to prepare engineering and design documents.

On a scheduled basis, coordinate with various governmental agencies, private organizations and staff to provide technical interface such as traffic and train signals, utilities, structures design, facilities, track construction, and right of way from preliminary design through construction.

Routinely administer and monitor consultant contracts, calculate cost and determine feasibility of project based on analysis of collected data; plan roadbed, rail size, and curves to meet train speed requirements; inspect construction sites to monitor progress and ensure conformance to engineering plans, specifications, and construction and safety standards.

Other Job Functions: Assist with directing construction activities at project site. Directs track and roadway maintenance. Surveys traffic problems related to street railway system and recommends grade revisions, additional trackage, and other changes to relieve congestion and reduce hazards.

Physical and Mental Requirements:

  • Work is primarily performed in an indoor office setting for eight hours per day.

  • Physical effort and mobility are needed to lift and carry documents, plans, and specifications to attend various meetings and visit construction sites.

  • Reaching with arms and hands and finger dexterity are needed to operate a computer and calculator.

  • Basic communication skills such as talking, seeing, and hearing are needed for frequent telephone usage and working with staff.

  • Aptitudes include verbal and numerical aptitudes, comprehension of geometric forms, perception of detail in graphic or tabular material, precision, problem solving, persuasiveness, creativity, initiative, imagination, analytic ability, memory, concentration, and judgement.

Knowledge and Abilities

Required Knowledge of:

  • Civil and structural engineering principles.

  • Engineering theory and practices relating to design.

  • Specifications writing and estimating.

  • Construction inspection methods.

  • Design development and construction methods.

  • Public utility relocation and coordination.

  • Policies, procedures, and functions of the District.

  • State and Federal environmental procedures.

  • Coordinate and resolve design and field engineering conflicts.

  • Plan, design, and check drawings and specifications.

Minimum QualificationsAny combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Required Prior Experience:
Bachelor of Science Degree in Civil Engineering from an accredited college or university. Four years experience supervising professional engineering work; experience in design, estimating, and construction administration; and an emphasis on design and construction of rail transit systems and/or public works facilities.

Special Requirements:
Licensed as a Professional Civil Engineer in the State of California.
